A wall ready for painting doesn't start with paint. It starts with what went on before.
Weber was founded in France in 1927. Since 1996 it's part of the Saint-Gobain group, one of the world's largest building materials manufacturers. Weber operates 229 production facilities across 69 countries. Formulations adapt to local climate and construction practices, not just a single recipe pushed globally.
What Weber actually makes: finishing and decorative plasters, tile adhesives, repair mortars and surface preparation products. Not paint - Weber makes the layers that prepare surfaces for paint, or that are the final surface themselves.
A relevant local detail. Chisinau apartment buildings from the 1960s-80s have thin walls, old lath-and-plaster surfaces with uneven absorption and hairline cracks. Adhesives and mortars formulated for heterogeneous substrates handle this better than generic all-purpose products. Weber designs for European construction conditions, which includes substrates like these.

Both are solid choices with exterior ranges. Ceresit CM 17 and Weber equivalents are C2-class adhesives with strong bond strength. Practical difference is small. The deciding factor is compatibility with your specific tile and substrate - check the adhesive class and tile manufacturer's recommendation.
Facades with freeze-thaw cycles need plaster with frost resistance and flexibility. Weber exterior ranges are formulated for these conditions. Check the frost resistance rating in the technical data sheet. Application below +5C is not recommended for any mortar.
Large-format tiles (30x30 cm and above) need adhesive with low slip and full coverage. Weber has specific adhesives for large format. Double-buttering technique - adhesive on both substrate and tile - is mandatory for large format, not just on the substrate.
EN 12004 classification. C1 - standard cementitious adhesive. C2 - improved adhesion, slip resistance, flexibility. C2T - extended open time. C2TE - plus deformation resistance. For underfloor heating, thermal insulation systems or large format - minimum C2 required.
