Acrylic, water-based. White. Apply with a medium-pile roller on primed or previously painted ceiling. Ten litres covers a 2-3 room flat in one go - which means one shopping trip and one day's work.
Worth noting: in low-ceilinged flats (2.5-2.7 m, standard in Soviet-era blocks), a proper deep matt makes the room feel taller. Semi-gloss or satin on a low ceiling is a common mistake - the ceiling draws the eye and makes the room feel compressed.
