Yes, it's mandatory. New drywall has very uneven absorption - the board face and the compound zones absorb differently. Without primer, paint dries in patches. USG primer or any drywall primer solves the absorption uniformity problem. Don't skip this step.
USG joint compounds can work on hairline cracks in standard walls. But for larger cracks or extensive areas, dedicated finishing fillers (Knauf, Ceresit, Pufas) are better suited. Joint compound is more elastic and harder to sand than classic finishing filler.
